The Parker Horn Pump Station was implemented in 1980 during the Moses Lake Clean Lake Project. The Clean Lake Project of the 1980s also brought more sophisticated irrigation to the area with MLIRD, receiving the necessary funding to complete this project. Designed to improve water quality in Pelican Horn, the Parker Horn Pump Station moves water into Pelican Horn at a rate of ~22,000 G.P.M. to refresh Pelican Horn with Parker Horn water when Columbia River water is available and entering Moses Lake. This process takes place annually during spring and early summer months as Moses Lake flows water into Potholes for irrigation use at other locations.
